Free discussion is going to be hampered if all posts must be approved first.

I know you are looking for mods, but nobody will use the forums like this. Moderation of posts after being made is my suggestion.

I wholeheartedly concur. No one will want to use the forums if their first posts need moderation. We need a little "wild west" initially to draw users. Nothing crazy, just folks to feel like they can actually use the forums.
